Job Purpose:
Under the guidance of the Director of Continuous Quality Improvement and Compliance, the Health Information Systems Manager is responsible for monitoring the Electronic Health Records (EHR) and other electronic platforms, assuring the systems support the compliance standards of the CRW residential and outpatient components. S/He oversees that all relevant state and agency policies and regulations are incorporated into the EHR. Core projects for the CRW include but are not limited to EHR management; KPI development, collection, and analysis; IPA Collaboration; Systems training; and any additional projects that help the CRW meet the standards of OASAS, CARF, and the Value-Based Payment system for Medicaid reimbursement.
Responsibilities:
Assess the functionality of the current EHR, making recommendations for continuous improvement
Assist in ensuring EHR is in compliance with local, state, and federal confidentiality laws and regulations
Interface with CRW staff and EHR team to consistently update the EHR based on CRW compliance needs
Development and management of the EHR, including but not limited to continuous system management and configuration as well as staff training on new functionality
Troubleshoot and remedy challenges with EHR system triggers, routing, reporting, and access providing support to teams for the best utilization of the EHR
Develop a system for KPI data collection and analysis
Evaluate and interpret collected data and prepare written reports and analyses setting forth progress, adverse trends, and appropriate recommendations or conclusions
Performs a variety of complex and independent activities involved in the collection, analysis, documentation, and interpretation of data related to compliance and quality improvement
Provides technical assistance and consultation to clinicians
Assures compliance with established record keeping standards
Develops and monitors clinical and administrative processes to assure the quality of care and regulatory compliance.
Develops forms and procedures to track and compile information and apply appropriate data analysis techniques to maintain tracking statistics
Stays abreast of new developments in the field of Compliance/Quality Assurance/Improvement as related to substance abuse and mental health treatment, recommends new policies, and revises existing policies/procedures for compliance with all applicable laws and standards.
Leads or participates in projects and workgroups to improve compliance and compliance processes with a focus on KPI for VBP, CARF, and OASAS compliance
Plans and provides training on relevant compliance topics to clinicians and CRW staff.
Working with the Compliance team and Program Director or designee to develop Compliance Plans(s) and systems for quarterly review of CRW programs, and producing associated reports.
Attend staff meetings and training as required.
Perform special projects and other duties as assigned.
Requirements:
Master’s Degree or higher in Health Informatics with experience in clinical settings and managing EHRs preferred. A Master’s Degree in psychology, social work, or public health with work experience managing EHRs will be considered
Individuals with Registered Health Information Technician or Registered Health Information Administrator certifications are encouraged to apply.
Experience providing training and monitoring progress.
Experience in using electronic health records and working with vendors to configure EHR to meet compliance needs.
Excellent writing, assessment, planning, and analytical skills
Knowledge and experience with data collection and ability to generate comprehensive reports
