And our work depends on a Senior Health Policy Analyst joining our team to support the Centers for Medicare and Medicaid Services (CMS) Marketplace Assister Technical Support (MATS) program. The MATS program provides in-person assisters with technical support services that enhance assisters’ knowledge and skills so they can facilitate enrollment in insurance coverage, Medicaid, and the Children’s Health Insurance Program (CHIP) through the Patient Protection and Affordable Care Act (PPACA). These support services include, but are not limited to: the development and provision of assister certification and supplemental trainings, in-person assister help desk support, the development and provision of assister continuing education programs, the maintenance of assister email inbox operations, certified application counselor (CAC) application processing, the development and implementation of an inquiry response and tracking system, and the provision of technical support to the in-person assister community.

As a Senior Health Policy Analyst supporting MATS, you will be trusted to support the design, development, implementation, and evaluation of high-priority training projects related to the PPACA and evolving health care regulations. In this role, a typical day will include:
Working independently and in cross-functional teams to plan, track, and execute various training development projects.
Researching and tracking ongoing legislative and regulatory changes that affect in-person assisters and health care consumers with a high degree of organization and attention to detail.
Drafting written summaries, white papers, and PowerPoint presentations when appropriate.
Supporting program-wide development of assister training content and supplemental materials by distilling complex health policy topics in plain language.
Writing and editing client deliverables including reports, manuals, briefs, proposals, procedures, and related materials.
Using content expertise, solid proofreading, and layout skills to build polished client deliverables.
Acting with oversight to apply knowledge of research tools and analytical approaches to develop content.
Ensuring deliverables meet editorial and company standards for quality, graphics, format, and style.
Participating in the creation of multi-media presentation materials.
Utilizing software tools to identify and remediate errors in CMS Section 508 compliance, including document structure, headings, reading order, images, charts and tables, and any other document errors as they occur.

REQUIRED QUALIFICATIONS:
An undergraduate or graduate degree in health, public policy, public administration, business, communications, or other related field
Strong health policy background, preferably with experience developing and clearing written materials with a legal team
At least five (5) years prior, relevant full-time work experience
Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook)
Candidate must be able to obtain Public Trust clearance and must have lived in the United States at least three (3) out of the last five (5) years
PREFERRED QUALIFICATIONS:
US citizen or a Green Card holder
Experience tracking schedules/project milestones and troubleshooting delays with stakeholders
Experience producing and editing Section 508-compliant products
Strong knowledge of health care, health care reform, and related issues
Excellent written and oral communication skills
Strong analytic, problem solving, and qualitative skills
Demonstrated experience delivering presentations and/or in public speaking
Strong customer service and project task management experience
Ability to work both independently and collaboratively
Advanced time management skills, with the ability to set priorities and complete work when under time constraints
Proven team player with strong relationship-building skills and a solution-focused attitude
Advanced research skills—preferably with knowledge of health care policy issues related to implementation of the PPACA, HealthCare.gov and Federally-facilitated Marketplace operations
High level of initiative coupled with quick learning ability
High degree of professional maturity and sound decision-making ability
Ability to manage time, set priorities, and work under time constraints
Customer service oriented and solution-focused attitude
