The State Program Monitor conducts monitoring reviews, writes monitoring reports, and designs monitoring toolkits for state-based programs funded by a federal agency.
Monitoring
Performs on-site and remote monitoring reviews to ascertain recipient compliance with program requirements and collect data on programmatic outcomes
Conducts individual and/or group interviews with recipient staff, program participants, and external stakeholders about program administration, operations, quality of services, and program outcomes
Reviews program data, including recipient program documentation, pre-monitoring questionnaires, and client or medical case files, to determine compliance with grant requirements and policies and procedures
Identifies any recipient potential promising practices and technical assistance needs
Advises recipient and federal staff of preliminary monitoring findings
Writes monitoring reports containing in-depth analyses and assessments of findings
Updates monitoring tools, as needed
Other Activities
Provides training or guidance on selected monitoring and evaluation-related topics for team members and federal staff, as needed
Contributes to the development and writing of monitoring and evaluation analysis reports and other related deliverables
Participates in meetings as required and assists with additional projects, as needed
Education
BA/BS or equivalent required. Advanced degree preferred.
Experience, Knowledge, Skills, Abilities
Required:
3-5 years of monitoring and evaluation experience
Exceptional analytical skills
Exceptional written and verbal communication skills
Expertise with MS Office suite of tools
Preferred:
Experience working with immigrants, refugees, and/or underserved populations
Experience working with state or local refugee programs
Additional Requirements
This position requires a Public Trust Clearance or the ability to obtain it. Long-distance travel to other cities within the U.S. is required and will be reimbursed per federal travel regulations.
This position requires being fully vaccinated against COVID-19 by December 8, 2021 or the start date, if after December 8.
