General Accountabilities:
Perform telecommunications engineering work of average complexity for the appropriate line unit in the Division.
Participate, assist and perform maintenance, operation and service support and management functions on various telecom services, particularly for systems that support the Hydro One Advanced Metering Infrastructure solutions.
Develop and prepare engineering designs, estimate specifications and instructions for work or projects of average complexity.
Assist in the evaluation of new or revised AMI network products or services.
Assist in developing, monitoring and updating standard specifications, policies, procedures and maintenance plans for telecommunication facilities and equipment, particularly those related to Advanced Metering Infrastructure and field support tools.
Assist with the technical support for reported problems on existing or newly installed operating telecommunications systems.
Assist with the support for the setup, testing, and inspections of new or returned Advanced Metering Infrastructure network and metering equipment, including physical investigation as well as testing through to various head end and data collection systems.
Maintain less complex facility software; such as LAN/WAN facilities software, firmware and other AMI and telecom enabled applications by applying corrections, generating new versions, adjusting parameters and making modifications in order to improve performance and simplify use.
Assist in the performance of studies to determine applicability and adaptability of network hardware products and software packages.
Recommend changes to improve system effectiveness. Notify Supervisor of potential or existing problem areas.
Select parameters, generate, test and implement.
Design and write software programs to meet specific requirements including configuration, programming, testing, documenting and implementation.
Perform data gathering and filtering tasks, and summarize findings and results into reports or presentations.
Perform other duties as required.
Essential Knowledge, Experience and Qualifications
Selection Criteria:
Requires Bachelor degree or equivalent in electrical engineering to gain an appreciation of design concepts to evaluate software and telecommunications equipment for varying network systems.
Requires knowledge including principles of computer sciences, electronics engineering, electromagnetic theory, radio frequency engineering and structural mechanics to gain an appreciation of design concepts and applications to varying telecom requirements
Requires a knowledge of telecom applications to power system protection, instrumentation and control
Requires a knowledge of engineering designs and plans for telecommunications facilities to ensure reliable operation of the power system, corporate telecommunication voice LAN/WAN networks/services, site systems and general telecom infrastructure
Requires a knowledge of Advanced Metering Control Computer (AMCC) systems, methods and systems analysis and LAN/WAN, voice, video, transmission technologies, and general telecom infrastructure
Requires knowledge of computer programming concepts to design and write software programs to meet customer telecom solutions.
Requires a good knowledge of English to communicate effectively with others and prepare various reports.
Knowledge is normally acquired through the completion of 4 years university training (Grade XII plus 5 years).
Requires experience to recognize and define telecom system requirements needed to meet user expectations
Requires experience to be familiar with the Hydro One network infrastructure.
Requires experience to establish a working relationship with users of the services and other contacts to ensure job objectives are accomplished.
Requires experience in telecom tariffs and commercial service offerings, carrier organizations, re-sellers etc.
Requires experience in specific telecommunication areas of the assigned work or projects such as design, construction, ‘hands-on’ installation and maintenance of telecom equipment and services
Experience in working to demanding deadlines, high workload and conflicting priorities.
Requires carrying out assigned areas of responsibility under general direction of the supervisor.
Supervisor is kept informed on work progress through review of completed regular and specialized work reports/activities
Requires showing others how to perform tasks or duties.
Requires working with internal customers to discuss terms and conditions of contracts for meter data and network services and work out details and resolve problems relating to meter data collection which may become controversial in nature.
Requires work to be carried out in the usual business office environment with the occasional requirement to visit.
