Job Description:
Subject matter expert with comprehensive knowledge of job area and in-depth knowledge of project management. Manages large, complex project initiatives of substantial importance to the organization with minimal oversight or direction. Communicates within and outside of the organization to explain and influence changes to practices, processes and approaches. Makes significant improvements in processes, systems, or products. Provides input into new products/processes and implements operational plans that have measurable impact on business or functional results.
Essential Functions:
Perform operational analysis and develop concept of operations, design and implementation plans.
Analyze systems requirements from end systems and users.
Supports development and evaluation of complex system designs and architectures.
Support the design, development, test, and integration of complex, specialized hardware/software systems
Provide technical oversight and review support to development groups during product design and development.
Develop Subsystem architecture block Diagrams. Generate an SRVM for the system level requirements. Prepare system and subsystem level specifications.
Have the autonomy to make or influence decisions on a program without needing guidance or supervision
Work with Project Engineer, other engineers, other departments and management to ensure that all technical contractual obligations are fulfilled, and it adheres to schedules and budget requirements.
Prepare estimates for manpower and other resources required to execute new projects or to complete existing projects.
Prepare technical proposals to support Business Development bidding efforts including identifying technical risks.
Prepare and deliver technical presentations to management and customers.
Develop and deliver presentations to communicate design activity plans and status to internal and external customers.
Qualifications:
Must have an active Secret clearance.
Bachelor’s degree in an engineering discipline (e.g. Electrical, Computer, Software, or Mechanical), and a minimum of six (6) years of prior related experience or at a Master’s degree and four (4) years of prior related experience.
Experience with system engineering standards such as EIA 632 or ISO/IEC 15288 or equivalent.
Experience with high-level technical project cost estimation in support of ongoing and emergent programs.
Excellent communication skills (written, verbal, & presentation).
Experience working with large and diverse teams of highly skilled individual contributors.
Preferred experience with defense programs, government contracting, technical development & management in classified environments, and earned value management.
25% travel may be required for several days, occasionally on short notice via auto/air/rail.
Support for at-sea testing aboard ship may be required from time to time, including overnight.
Preferred Additional Skills:
Technical knowledge in design and control of real time electro-mechanical-optical data acquisition systems.
Ability to allocate customer requirements to hardware and software components.
Contribute to the architecture and design of embedded software systems.
Requires the ability to interpret and communicate engineering plans and specifications (Sound knowledge of engineering theory and design criteria).
Ability to write a concise report of findings.
Excellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment.
Experience using DOORS and/or MBSE tools.
Outstanding work ethic and commitment to organizational success.
