Under limited supervision, the Field Engineer I is responsible for locating the District’s gas and water facilities, preliminary survey, laying out, coordinating, and recordkeeping for the construction of gas and water mains by District forces to ensure District specifications and standards are met.
Five (5) years experience in Gas or Water Distribution, Construction or the Computer Aided Drafting Technician or Utility Locator position. A formal education in an Engineering related curriculum may offset experience requirements.
Operator Qualified as a utility locator and in visual corrosion techniques or become qualified within eight (8) weeks of employment in the position.
Proficiency in computer software such as Microsoft Word, Excel, PowerPoint, and knowledge of enterprise software. Experience in developing as-built drawings on the District’s Computer Aided Drafting (CAD) program and Geographic Information Systems (GIS). Two (2) years of Microstation preferred.
Ability to learn new or upgraded computer software as required.
Ability to read and understand construction prints.
Ability to manage multiple projects while maintaining a high degree of accuracy and attention to details.
Balance field and office duties effectively.
Ability to work effectively and efficiently with District designers and field personnel, the public, contractors, governmental entities and municipal representatives.
Excellent written and verbal communication skills to assist internal and external customers, co-workers and management professionally, regardless of provocation.
Basic math skills necessary to perform survey, elevation and slope calculations.
Have and maintain a valid Driver’s License.
High School Diploma or General Education Diploma (GED).
Ability to work independently and observe all District safety practices.
Ability to maneuver manhole covers (i.e., remove and replace).
Ability to transport survey and locating equipment weighing 25 pounds from the vehicle to the project site without assistance.
Ability to work outside in all weather conditions and all types of locations and terrains for extended periods of time.
Employee(s) in this position are covered under the Department of Transportation Drug and Alcohol testing provisions. This includes random testing.
Specific Responsibilities :
In order to effectively contribute to the objectives of the District, the Field Engineer I is accountable and responsible to:
Make preliminary field surveys for design personnel to establish Right Of Way (R.O.W.), location of above and below grade utilities and structures, and recommend the best and most economical location for large mains designed by District Engineers.
Work with proposed small main drawings, stake valves and hydrant locations, select the best and most economical locations for mains to be constructed by the Districts crews, and coordinate line and grade of mains contracted for construction.
Work with proposed large diameter main drawings, stake valves and hydrant locations, stake line and grade for District crews, set horizontal and vertical control for other entities, contractors, and recommend changes to District design personnel.
Coordinate work of District or contractor crews, for other entities, to ensure compliance with the District’s Construction Standards and Specifications.
Attend pre-construction conferences and keep detailed and accurate notes.
Become familiar with street, sewer, and other project plans, construction costs, and construction practices of other utilities in order to determine location of and protection of District’s facilities. Recommend changes to Design personnel and coordinate the work of the District’s crews to avoid conflicts with other utilities and contractors.
Make minor “in-field” design changes and recommend major design changes to District design engineers.
Maintain a daily diary of project communications, document how the work is to be performed, as well as any factors affecting the work to include, but not limited to, weather, equipment, and number of persons assigned to the job.
Order and locate soil compaction tests on all projects.
Coordinate District crews in making air and chlorine taps, chlorination and pressure testing.
Locate and mark gas and water mains, appurtenances, services and stop boxes for contractors or excavators on an as needed basis. Schedule One-Call locates as required.
Make “as-built” drawings on CAD and notes for as-built drawings and records. Prepare completion reports and abandonment reports.
Conduct special surveys for various departments of the District.
Operate District vehicle as required to complete work assignments while upholding District Safety and Security policies and procedures.
Comply with and understand all pertinent District policies and procedures.
Fulfill responsibilities common to all Supervisory, Professional, and Administrative positions as stated.
Perform a variety of other duties as assigned.
Relationships :
In contributing to the objectives of the District, the Field Engineer I is responsible for maintaining constructive relationships with:
Contractors for the District, other contractors on job sites, developers, consultant engineers, state, city, county engineers and property owners.
Representatives of other utilities.
Personnel of other departments and divisions relative to coordinating work done and material furnished by the District.
