The Education Policy Team (EPT) is the main point of contact for all Service children, education related, policy issues. We sit within the Armed Forces Families and Safeguarding team within Defence People. We work with other government departments and external agencies to ensure the very best outcomes for Service children. Our work covers many aspects, including responding to ministerial requests and the development and maintenance of relevant policy. EPT also provide advice and guidance to the single Services, overseas local commands and individual Service families. Improving outcomes for Service children is key to our work and is backed by robust research and evidence in collaboration with key stakeholders. The Education Policy Officer will play a key role in supporting this work and help to ensure we meet our objectives within the UK Armed Forces Families strategy.
As the MOD goes through its digital transformation process you will play a key part in ensuring policy adapts to these new ways of working.
This position is advertised at 37 hours per week.
This is a Fixed-term Appointment as an Education Policy Officer in the Education Policy Team within Armed Forces Families and Safeguarding (AFFS). Your responsibilities will be as described in this job advert. The reason why you are appointed for a fixed period is due to potential future reorganisation within AFFS. This post will therefore begin on your appointment and will end after eighteen months from your date of employment. You should be aware that when your Fixed-term Appointment at MOD comes to an end, arrangements will be made in line with the FTA policy.
If you are a permanent MoD civil servant and are found successful for an advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 23 months). At the end of the posting, you will return to your previous MoD Business area. If this posting is at a higher grade, your promotion will be temporary, and you will return to your substantive grade at the end of the Temporary Transfer. If a Temporary Transfer cannot be agreed between all parties, then a transfer on an FTA contract is possible, read the FTA and Change of Work Location in the UK policy for further information.
If you are transferring to MoD from another government department (OGD) you should join the MoD on an inward loan. At the end of the loan, you will return to your home (OGD) department. You will have several areas of responsibility and will need to work flexibly, often at pace, to ensure the interests of Service children are met. You will help to develop policy and shape the support we give to personnel and their families.
The post-holder will:
Lead on the coordination and revision of the EPT held JSP.
Lead on the coordination and revision of EPT held DINs.
Assist in the handling and analysis of data to inform policy.
Co-ordinate and manage input requests from secretariats.
Manage & respond to policy enquiries received through EPT Mailbox.
Support the delivery of EPT’s workstream of the Family Strategy.
Support the design and delivery of projects.
Act as AFFS desk lead for legacy activities associated with delivery of the MOD Educational Support Fund.
The post-holder will deputise for other members of the Education Policy Team (as directed) and represent EPT and AFFS in engagement with stakeholders. The role may involve travel both within the UK and overseas.
The Policy Education Officer will:
Be able to work as part of a team to support the development of evidence-based policy, including contributing to the preparation of high-quality advice and briefing to commands, Ministers and other relevant stakeholders.
Support the delivery of the projects and work streams you are involved in, through planning and managing your own work.
Work effectively with colleagues in other government departments and other key stakeholders to provide advice and represent the interests of EPT.
Be confident in the use of MS Office including SharePoint.
Develop and maintain a network of contacts and work collaboratively and inclusively to ensure policy meets the needs of the MOD and its stakeholders.
The work requires a flexible approach and someone who is ready to take on new challenges and areas of work when needed.
Essential Criteria
Good communication skills with the ability to influence stakeholders to help shape outcomes and make sound recommendations based on policy and evidence.
Sound analytical skills to identify underlying issues.
The ability to work collaboratively as part of a team, maintaining positive working relationships with colleagues and external stakeholders.
