MSAG Hiring for Property Book Support Analyst at Silver Spring, MD Full Time

MSAG is currently searching for a Property Book Support Analyst to provide support for the Defense Health Agency (DHA) Research and Engineering (R&E)’s property book and other management requirements.

Duties and Responsibilities:

• Provide expert analysis, advice on property accountability and property acquisition to assist in the management decision-making process. The property includes supplies, furniture, fixtures and equipment, including medical and computer equipment.
• Manage accountability of Contractor Acquired Property (CAP), and Government Furnished Equipment (GFE).
• Assist with in-house maintenance activities related to maintaining optimal conditions within an office environment.
• Conduct or participate in studies on matters such as internal property accountability or establishment of a centralized supply program.
• Support maintaining 100% property accountability of Government property using the Defense Medical Logistics Standard Support (DMLSS) system.
• Manage hand receipt accounts through proper issue, receipt and transfer of equipment and conduct a 100% annual reconciliation of Government property with sub-hand receipt holders.
• Conduct semi-annual property inventories using Automated Information Technology (AIT) bar codes.
• Provide guidance to sub-hand receipt holders in resolving discrepancies discovered during inventories.
• Support management of expendable, durable and nonexpendable purchases and DHA R&E’s communication devices program. This includes mobile phones and air cards, acquisition tracking and loss prevention, survey and disposal.
• Develop property accountability performance measures and organizational training needs.
• Coordinate supply operations by ensuring proper procurement, stock, control, storage, issue, disposal, and accountability of a wide range of standard and non-standard supplies, material, real property, and equipment.
• Oversee supply room procedures; establish and maintain adequate expendable supply stock levels; and oversee the receipt, storage, security, and issue of expendable and non-expendable supplies and equipment.
• Coordinate prompt disposal of excess and unserviceable equipment to prevent possible pilferage.
• Prepare reports and agendas for team meetings.
• Obtain quotes and vendor information for purchasing activities.

Qualifications for this position include:

• Must have experience in one of these areas: Property Management and Facilities Policy
• 2+ years’ experience in Project/Operations Management, Facilities Management, or related Knowledge of Federal and DoD regulations, policies, procedures, practices and precedents which govern supply and property acquisition, management, accountability and disposal.
• Ability to obtain and maintain a Public Trust clearance
• Written and oral communication skills to communicate effectively with a large variety of people individually and in groups with tact and flexibility; to define, discuss, and coordinate on difficult problems; and to prepare written reports and correspondence.
• Ability to apply automated systems and computer software to research and report data related to the property management program.
• Ability to gather and analyze data, conduct studies, and evaluate programs to brief, advise and present reports to senior management, including findings, conclusions and recommendations with supporting graphs, charts, tables, and other devices for presenting data.
• Ability to communicate directly with peers, managers, and clients while leading development to a completed and successful solution.
• Strong organization skills to manage multiple timelines and complete tasks quickly within the constraints of clients’ timelines and budgets.
• Ability to lift 50 pounds and use stairs.

Preferred Qualifications:

• Military health experience preferred.
