Summary:

Work with external CMS customer and fast-growing IT team in all stages of technical analysis, design, construction, and implementation of new and existing development to meet the expanding needs of the MAC/CMS Data Exchange Portal Application goals. This role will be fully remote and will follow an Eastern Time Zone schedule.

Responsibilities and Duties:

• Provide full stack Java development support for back-end system enhancements and new development efforts and maintenance activities
• Evaluate and conduct proof of concepts with new technology tools and techniques
• Analyze and document application gap analysis for Cloud readiness
• Provide problem-solving skills and possess the ability to multitask and thrive in flexible and changing environments
• Provide technical leadership sharing CMS’ business needs and IT standards, including the CMS Application Architecture recommendations supporting the 3-tier design utilizing IBM WebSphere MQ and WebSphere Application Server
• Provide support for front-end system enhancements and maintenance as necessary
• Designs, coordinates, and manages the overall architecture of application, maintains quality and assures responsiveness of applications, and maintains code integrity
• Design and develop software enhancements using a Java EE framework
• Work with Configuration management to maintain version of software using versioning tools such as BitBucket/GitHub, prepare and deploy software packages
• Understand business and application requirements, develop and maintain software to support those requirements
• Work with external partners, manage and resolve issues/incidents
• Participate in team problem solving efforts and offer ideas to solve client issues
• Effectively communicate with business and technology partners, peers and stakeholders
• Ability to deliver results under demanding timelines to real-world business problems
• Ability to work independently and multi-task effectively
• Working knowledge of Agile Waterfall and Hybrid development life cycle concepts

Qualifications:

• Bachelor’s degree and 5+ years related experience
• Bachelor’s degree in Computer Science, Mathematics, or Information Technology
• Java/J2EE Software Development experience
• Strong experience with full stack development, including understanding UI frameworks and backend architecture interactions.
• JavaScript experience. Familiar with one or more popular JavaScript libraries/frameworks, such as jQuery
• Extensive experience developing in ETL processes, APIs, data migration, data validation
• RDBMS, preferably Oracle, and SQL programming experience
• Hands-on experience with Spring Framework Components such as Spring Boot, Spring MVC and Spring REST.2+ years of experience in developing the RESTful WebServices.
• Experience with SQL(JPA, Hibernate, complex SQL query)
• Hands-on experience designing and developing front end and back-end solutions
• Excellent verbal and written communication skills
• Strong troubleshooting skills
• Strong attention to detail
• Be able to produce documentation, follow process, and possess good organizational skills
• Strong analytical and organizational skills. Excellent written and verbal communications skills
• Ability to work well under pressure and demonstrate commitment to quality and client satisfaction
• Ability to work independently and conduct self-directed research as needed
• Ability to work collaboratively within a development team
• Ability to work in a virtual environment
• Legally authorized to work for CMS

Desired Qualifications:

• Experience with Amazon Web Services (AWS) cloud based development
• Experience with the Centers for Medicare & Medicaid Services (CMS) projects
• Experience in various Application servers such as IBM WebSphere, JBoss EAP, Tomcat and messaging middleware such as IBM MQ, Active MQ and JBoss AMQ.
• Knowledge of areas such as Healthcare, Medicare and Medicaid highly preferred
