Job Definition
The project manager leads the planning, development, organization, communication, and implementation of small to medium District Information Technology projects. These projects impact one to several business functions, have moderate budgets, and require work and coordination of both internal and external individuals and groups

Essential Job Functions
Manages planning, development, implementation, monitoring, and administration of project charter, scope, budget, staffing, communication, and management oversight. Develops and recommends any modifications to these.
Develops and administers project goals and objectives in coordination with appropriate District management and according to the District’s business strategies.
Acts independently and retains full technical responsibility while defining, coordinating and delegating project task assignments, and maintaining liaison with individuals and groups within and outside the District.
Develops and administers project schedule. Assigns, coordinates, and monitors team member work tasks.
Develops and administers project budget.
Develops, recommends, and implements standards for project management documentation and activities.
Manages the coordination of technology selection and implementation to support project scope and deliverables.
Manages the development and distribution of project Requests for Proposal. Manages development, preparation, negotiation, and administration of project contracts and specifications. Coordinates bid evaluations and makes recommendations as appropriate.
Serves as primary point of contact and coordination on behalf of the District for project communications and activities with the various vendors, consultants, customers, and elected officials.
Maintenance of effective, cooperative, and productive communications and work relations between project team and user department(s).

Minimum Qualifications
Knowledge of:
• Principles, practices, and philosophies of project management and control.
• Problem identification and analysis techniques.
• Leadership methodologies and decision making processes.
• Cost benefit analysis techniques.
• Systems analysis techniques and applications.
• Business negotiations to establish vendor/supplier relationships.
• District management philosophies, methods, and procedures, management sciences, and organizational structures.
• Accounting, budget preparation techniques and practices, and productivity enhancement techniques.
• Needed technical knowledge and skills pertaining to specific project.
Ability to:
• Plan, organize, and manage timely completion of small to medium scale projects.
• Resolve conflict.
• Communicate effectively with a variety of internal and external customers.
• Negotiate; manage confidential information.
• Use project management tools and documentation to maintain accurate records.
• Coordinate development and modification of projects.
• Analyze business/technical issues and provide recommendations.
Experience/Education
Bachelor Degree in Business or directly related discipline.
Five (5) years progressively more responsibility in directly related work with three (3) of those years in a supervisor or project manager capacity.
License/Certification
• Valid Washington State Driver License.
Preferred Qualifications
Experience with project management methodologies such as agile, waterfall, or hybrid
Experience with Information Technology testing methodologies
Experience authoring project documentation
Ability to communicate effectively with both IT and business project team members
Project management experience leading initiatives in an IT discipline such as applications, data infrastructure, or a combination of multiple disciplines
Develop business cases describing the expected return on investment, key performance indicators and alignment to District strategy
Lead processes to achieve vendor accountability aligned with District goals through effective Statement of Work development
Working Conditions
• Duties performed primarily in an office environment.
• Travel to business meetings is required.
• Incumbent may be required to make business trips within the state and local area.
