Position Overview

The Fingerprint Technician position within the Illinois State Police, Bureau of Identification, Joliet, under general supervision, performs functions related to the automated and manual processing of fingerprint submissions. Performs processing of fingerprint card submissions through the through the Automated Biometric Identification System (ABIS); Performs master file maintenance and establishes National Crime Information (NCIC) classification patterns; Performs manual prep work of fingerprint card submissions in preparation of ABIS processing; Utilizes the CHRI computer terminal to route fingerprint card submissions to the appropriate location within the Bureau of Identification.

Job Responsibilities

1. 35% Performs processing of fingerprint card submissions through the Automated Biometric Identification System (ABIS).

• Compares fingerprint images for making identifications and verifications of identifications.
• Edits fingerprint submissions for pattern type and core/axis placement.
• Processes fingerprint search and duplicate record inquires which cannot be automatically identified by the ABIS system.
• Pulls master fingerprint cards and archives fingerprint cards on the ABIS archive when necessary.
• Performs manual side-by-side fingerprint comparison to reach conclusions of identification, elimination, or inconclusive.
• Utilizes the Criminal History Record Information (CHRI) computer terminal and the ABIS fingerprint workstations.

2. 30% Performs master file maintenance, sorts and files and pulls master fingerprint cards, corrects master file data, and establishes National Crime Information Center (NCIC) and Henry classification patterns.

3. 20% Performs manual prep work of fingerprint card submissions in preparation of ABIS processing.

• Removes staples, tape and any other extraneous objects attached to the fingerprint card; cuts and pastes copies of fingerprint impressions; files, various inquiries on the CHRI computer terminal, etc.
• Initiates the ABIS process of fingerprint card submissions.
• Utilizes the ABIS scanner with the proper format for cards to be read by the scanner.
• Utilizes a selection menu via a PC monitor.

4. 10% Utilizes the CHRI computer terminal to route fingerprint card submissions to the appropriate location within the Bureau of Identification, based on the event status using the CHRI computer terminal.

• Performs processing of fingerprint card submissions submitted via live scan equipment to the Bureau of Identification.
• Visually check fingerprint cards for quality purposes, to verify all data is present and fingerprint images are ABIS acceptable.
• Contact the livescan agencies via the telephone for problems or re-submissions.

5. 5% Other duties as assigned or required.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to the completion of four (4) years of high school.

2. Requires successful completion of an agency approved training program or one (1) year of experience in the classification and identification of fingerprints.

Knowledge, Skills, and Abilities

• Prefers at least (2) years proficiency following oral and written instruction.
• Prefers at least one (1) year work experience in a technical oriented position.
• Prefers at least two (2) years computer and keyboard experience.
• Prefers at least one (1) year experience utilizing database software.
• Prefers extensive knowledge of modern methods and procedures used in fingerprint classification identification, and recordkeeping.
• Prefers extensive knowledge of the Henry System of fingerprint identification, and NCIC and AFIS classifications techniques.

Conditions of Employment

• Requires ability to pass a background check, drug test and fingerprinting.
