The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, the preservation of wetlands and coastal resources and commits to address Environmental Justice and equity for all people of the Commonwealth. MassDEP seeks applicants for the position of Environmental Engineer II (EE II). This position is assigned to the Western Regional Office (WERO) Compliance and Enforcement Section (C&E), located in Springfield, Massachusetts. Under the direction of the Compliance and Enforcement Section Chief, or designee, the EE II will perform Multimedia inspections of facilities that are subject to regulatory oversight of the Air Quality, Hazardous Waste, Industrial Wastewater, Toxic Use and Underground Storage Tanks programs. The EE II will assess the compliance of the inspected facilities and initiate enforcement action where applicable. The EEII will have the following primary responsibilities: * Conduct multimedia inspections of facilities and locations to evaluate compliance with the Commonwealth’s Air Quality, Hazardous Waste, Industrial Wastewater, Underground Storage Tanks, the Massachusetts Mercury Act and Toxic Use Reduction regulations. * Investigate complaints and referrals received from the public, other governmental agencies and other Department Bureaus. * Prepare inspection reports in conformance with the Bureau’s policies and procedures, which would memorialize the observations made during the inspection and identify noncompliance with the applicable regulations. * Development of enforcement cases and draft enforcement documents in accordance with the Department’s guidelines, policies and procedures. * Draft correspondence letters and related documents. * Participate and/or conduct meetings with the members of the facility owners/operators, the public, other federal, state and local government agencies. * Participate in Enforcement Conferences and other meetings with facility owners and operators. * Provide technical and regulatory assistance to the public, regulated community and other federal, state and local government agencies. * Participate and represent the Department in the Administrative Appeals and/or Civil Action proceedings, * Ability to conduct inspections and investigations to gather evidence to build cases against alleged environmental violators to be pursued through Administrative Proceedings. * Perform administrative duties, which may include file management, database management and tracking. * Participate in internal and external meetings, training and coordination with the headquarters and other regional offices. * Must be able to wear and utilize safety equipment (i.e. respirators), climb stairs and ladders, negotiate catwalks and heights, use tools (i.e. manhole cover lift) and lift up to 40 pounds. * Perform other duties as assigned by the unit Supervisor or the Section Chief. Preferred Work Experience: * Knowledge of and/or experience with the Commonwealth’s Air Quality, Hazardous Waste, Industrial Waste/Wastewater, Underground Storage Tanks, the Massachusetts Mercury Act, and Toxic Used Reduction regulations. * Knowledge of mathematical computations used in solving environmental problems * Ability to conduct multimedia inspections and investigations to gather evidence to build enforcement cases to be pursued through Administrative Proceedings. * Ability to read and interpret technical documents. * Ability to operate instruments and equipment used in measuring environmental conditions * Ability to perform mathematical calculations using formulae to solve environmental science problems * Ability to prepare technical and general reports * Ability to maintain accurate records * Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence * Ability to give oral or written instructions in a precise, understandable manner * Ability to understand, apply, and explain the laws, rules, regulations, policies, procedures, specifications and guidelines governing assigned unit activities * Ability to analyze and determine the applicability of environmental science data to draw and make appropriate conclusions * Ability to establish and maintain harmonious working relationships with others * Ability to deal tactfully with others * Ability to establish rapport with others * Ability to work independently * Ability to adapt to varying work situations * Ability to express ideas clearly both orally and in writing. * Proficiency in Spanish/bilingual. First consideration will be given to those applicants that apply within the first 14 days. * * MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate’s degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor’s degree with a major in environmental engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.* III.
