This position will supervise the Financial Services Accounts Payable Department, within Direct Care and Treatment (DCT). This position will assure that employee and departmental obligations are promptly encumbered, paid, and recorded in Statewide Integrated Financial Tools System (SWIFT) system. The Accounts Payable Supervisor will also assure that DCT accounts are accurately charged and allotted and encumbered funds are available and reserved for obligations, and that the state and federal purchasing, travel, and payment policies are adhered to.
This position is also responsible for developing purchasing, encumbering and payment processes and procedures and training department staff to ensure that departmental obligations are promptly, accurately, and efficiently paid and that internal controls are in place to identify areas of weakness.
Minimum Qualifications
The selected candidate must have two (2) years of professional level experience that demonstrates the following:
Demonstrated working knowledge of SWIFT Accounts Payable as follows:
Working knowledge of the SWIFT Accounts Payable module to evaluate pending payment voucher, to perform budget check activities, to process interface transactions from agency sub-systems, and to run and review reports related to system queries.
Experience running SWIFT-ER reports and the ability to decipher the results.
Ability to train peers on how to use SWIFT as it applies to accounts payable
Demonstrated leadership experience as follows:
Ability to communicate in a professional manner, with all levels within DCT
Demonstrated ability to interpret financial documents.
Ability to direct work activities of staff and monitor and report on work performance.
Demonstrated financial analyses and operating procedures experience as follows:
Ability to analyze fiscal reports for adherence and conformance to federal laws, state statutes, and agency policies.
Skilled in preparing and interpreting fiscal records and reports, recognize problems, and effect solutions.
Ability to comply with administrative standards, rules, policies/ procedures, to maximize unit performance and improve internal business processes.
Ability to read and comprehend policies, manuals, statutes, rules, etc., sufficient to interpret and apply them to resolve problems that may require procedural changes.
*A bachelor’s degree in Accounting, Finance, or related field of study, will account for one (1) year of experience*

Bachelor’s Degree in Accounting, Finance, or related field of study.
Prior supervisory level experience
