To qualify at the GS-07 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in federal or other service that equipped the applicant with the knowledge, skills and abilities (KSA’s) to perform successfully the duties of the position. Specialized experience for this position is experience that demonstrates basic computer skills and knowledge of software applications and is defined as: (1) experience with the use of computer software applications and electronic spreadsheets; and (2) experience reviewing benefits or financial documents submitted by others for completeness, accuracy, and validity.
To qualify at the GS-08 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in federal or other service that equipped the applicant with the knowledge, skills and abilities (KSA’s) to perform successfully the duties of the position. Specialized experience for this position is experience that demonstrates basic computer skills and knowledge of software applications and is defined as: (1) applying policies, procedures, and laws to ensure submitted requests for benefits or entitlements comply with the regulatory and/or organizational requirements.
To qualify at the GS-09 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-08) in the normal line of progression for the occupation in federal or other service that equipped the applicant with the knowledge, skills and abilities (KSA’s) to perform successfully the duties of the position. Specialized experience for this position is experience that demonstrates basic computer skills and knowledge of software applications and is defined as: (1) reviewing financial, benefit, or legal documents and statements to identify any misrepresentation, fraud or illegal activities with financial or benefit accounts; and (2) providing clients with information pertaining to processes and procedures to apply for benefits such as Federal, State, Social Security, Government Service, Retirement, Military, Medical or Welfare.
There is no provision for substitution of education for experience at grade GS-7, GS-8 or GS-9.
Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Pandemic Telework Program:
Due to COVID-19, the VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days. At that time, you may be eligible to request to continue to telework depending upon the terms of your organization’s telework policy and the duties of the position.

Work Schedule: Regular office hours, Monday – Friday, 8:00 AM – 4:30 PM. Alternate schedules may be available.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-09.
Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. No special physical demands are required to perform the work. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed federal employee’s credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
