The AOT Audit Bureau is seeking an Audit Manager who will report to the
Audit Chief and have responsibility for the work of subordinate staff
and will act as a resource for both state and federal regulatory
compliance. The Audit Bureau is charged with minimizing risk of
financial loss to the Agency of Transportation by overseeing and
strengthening internal controls and being available to assist managers
throughout the agency. Essential duties include responsibility for
directing and supporting internal and external audits, the contract
terms of professional consultants, and review and acceptance of indirect
cost charges to the agency from professional consultants under contract.
The Audit Manager has full responsibility for interpreting, organizing,
executing, and completing assignments in accordance with State and
Federal guidelines and accepted audit practices, as well as for
developing and attaining Bureau objectives which are compatible with the
policies and objectives of the Agency. By assessing risk, the incumbent
determines the nature of audit assignments and where the efforts of
staff must be focused. Collaboration with and requests from the Audit
Chief and other managers leads to investigations of regulatory
compliance in many different areas of AOT and often results in policy
recommendations. The incumbent takes direct responsibility for periodic
reconciliations and externally generated audits, which are frequent.
Such reconciliations and audits are high profile, such as the statewide
Single Audit. This position is responsible for managing the performance
of timely audits, including federal program audits, direct oversight of
the regulatory compliance of agency contractors, and frequent reporting
to federal auditors.
This position may be eligible for partial telework. The successful
candidate must be able to perform in person work at the primary work
location and other locations around the State.

Duties are performed in offices, and in the field. Incumbents should
possess private means of transportation. Attendance at public meetings
and hearings is required. Evening or weekend work will be required. A
variety of strong adversarial opinions may be encountered.
