Main Purpose & Function
The Engineering Assitant IV position will be mainly responsible for acting as a city’s representative on various Transfer & Landfill Operations capital works and operational projects, including closure and gas construction and other site improvement projects at the Vancouver Landfill and Vancouver South Transfer Station. This position will lead various projects, and also support senior engineers and project managers with their work. This position will report to the CEII. This position will be based out the Vancouver Landfill in Delta, BC. Work location may change as operationally required.

Specific Duties & Responsibilities

• Review and interpret construction drawings and specifications for assigned projects
• Conduct field inspections of contractor work and compare inspected works to construction drawings and specifications
• Complete field review forms per OQM procedures and create photo logs as directed
• Identify safety concerns, construction deviations and operational interferences in a timely fashion and recommend remedial works/solutions to appropriate project manager
• Witness various basic field testing procedures, including pressure testing, and document findings
• Complete survey of various installed works or landfill construction, compare slope, elevation or other collected survey data to design/drawings either manually or in AutoCAD where necessary and identify discrepancies with design/drawings
• Attend regular construction meetings and record/review minutes of meetings as directed
• Assist with landfill operations survey, landfill gas monitoring, water quality sampling, compost quality control, flare station scheduled preventative
• maintenance and other related work as required
• Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

• Advanced technical courses with considerable practical experience in related work or university graduation in Civil Engineering, Project Management or an equivalent combination of training and experience.
• Experience with field inspections of significant civil construction projects, reading and interpreting engineering plans and specifications, administering construction contracts, liaising with contractors is preferred.
• Previous education and/or experience in the field of municipal solid waste management and/or landfill design/operations will be preferred.

Knowledge, Skills and Abilities:

• Sound knowledge of engineering design principles and methods.
• Good knowledge of construction methods and materials.
• Ability to read and interpret engineering plans and specifications.
• Ability to perform complex technical survey work accurately and make engineering computations and estimates.
• Sound knowledge of departmental procedures relating to various engineering projects.
• Multi-stakeholder project team coordination, interest based problem solving, and consensus building.
• Ability to establish and maintain effective working relationships with the public, contractors, subordinates, internal and external stakeholders and other employees.
• Strong interpersonal, written communication and organizational skills, including excellent written and verbal communication.
• Proficient with data management and word processing software.
• Ability to complete work tasks and projects within deadlines.
• Ability to work in inclement weather.
• Respirator Fit Test will be required.

Driver’s License and Record Checks:

• A valid BC Class 5 driver’s license with a satisfactory driving record in accordance with the City of Vancouver policies.
