General Accountability
Reporting to the Chief Operating Officer, the Head, Wheel-Trans is accountable for the daily provision of safe, reliable and efficient specialized transit services for registered persons with physical functional mobility limitations within the City of Toronto. This position will be accountable for actively interfacing with all levels of Government, Unions and Advocacy Groups, and for planning, directing and overseeing all activities of the Department’s staff to ensure a high level of performance, quality and service. In support of the Commission’s goals, this position establishes and consolidates related budgets, goals, objectives, and service design.
Key Job Functions
Responsible for the provision of safe, reliable and efficient specialized transit service to persons with physical functional mobility limitations within the City of Toronto and ensures effective Wheel-Trans Operations services by strategically planning, directing and managing the work of the Department. This involves:
Developing an effective and efficient organizational structure that implements approved budgets and annual Goals and Objectives.
Integrating Wheel-Trans Initiatives with other TTC Departments in order to improve accessibility to Wheel-Trans registrants.
Co-ordinating Wheel-Trans service with the accessible conventional transit system in order to promote accommodation of additional trips.
Developing the annual ridership projections based upon changing demographics, service eligibility criteria and demand management strategies.
Developing and administrating taxi contracts that provide a high standard of safe, efficient and respectful service to persons with disabilities.
Maximizing, within the terms of the Local 113 Collective Agreement and employment legislation, the productive hours from each Operator through effective crewing.
Developing and implementing productivity improvements and maximizing , within the terms of the Local 113 Collective Agreement and employment legislation, the productive hours from each reservationist, dispatcher and customer service representative.
Ensuring timely reporting of financial and physical results including any significant costs, security, safety, human resources or ridership/revenue issues to the Chief Operating Officer or other senior managers as appropriate.
Ensuring effective communications and negotiations of all matters between staff, management and unionized workforce as well as promoting and maintaining harmonious working relationships.
Ensuring accountability at management levels, development of technical and supervisory competence and succession planning through internal development and promotion, or external hiring as required.
Overseeing the daily management of both owned and operated bus operations as well as taxi contractors to ensure service levels are met in a safe, reliable and efficient manner.
Establishing travel training for Wheel-Trans registrants in order to provide another service option within the conventional (fixed route) transit system.
Communicating with Wheel-Trans customers, disabled community groups, advocacy groups, the Commission as well as City and Provincial staff and supporting the Advisory Committee on Accessible Transportation and promoting ongoing dialogue on all substantive issues pertaining to specialized transit service and improved accessibility within the conventional transit system.
Overseeing the administration of the Advisory Committee on Accessible Transit (ACAT).

Education and Experience
Completion of a post-secondary education in Business Administration or equivalent, combined with extensive progressively responsible managerial experience over a broad range of operational activities.
Additional Requirements
Requires a comprehensive knowledge of business administration and human relations concepts, practices and procedures.
Sound knowledge of policies, legislation (e.g. Occupational Health and Safety Act, Human Rights Codes, etc.)
Possess sound judgement, highly developed organizational, interpersonal, analytical, investigative and problem solving skills to deal with the complexities of running an Operation that provides specialized transportation services for people with disabilities.
Knowledge and experience in operations management and fleet planning.
Leadership qualities, must exercise tact and diplomacy when providing direction and support to others.
Ability to effectively motivate staff to ensure that established departmental goals and objectives are achieved.
Proficiency in the use of a computer and associated Microsoft applications and scheduling systems.
Strong verbal and written communication skills; good public speaking and presentation skills are an asset.
Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
Must have or rapidly acquire a comprehensive knowledge of the City of Toronto Municipal Code as it relates to the taxi industry.
Requires a comprehensive knowledge of contract development and administration.
Must have or acquire comprehensive knowledge of TTC organizational structure, operations, policies and practices applicable to the work performed.
Sound knowledge of initiatives affecting employees and work practices of the Wheel-Trans Dept.; and a good knowledge of technical issues and an extensive body of rules, procedures and operational issues related to the work.
This position is designated Specified Management under the TTC’s Fitness for Duty Policy. If you do not hold a designated position, you will be required to pass a drug test as part of the certification process.
