Summary This position is located at Departmental Offices,Management CFO. As a/an Information Technology Specialist (Policy & Planning), you will be reviewing, supporting, analyzing, evaluating, and managing Treasury’s Capital Planning and Investment control program by providing reports and advice to management concerning the productivity, efficiency, and effectiveness of technology investments. Responsibilities The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Responsible for analysis of cost transparency objectives, providing key insights to better articulate and positively affect the cost of IT for the organization and provide cost/benefit analyses. Provide state-of-the-art policy and process guidance to IT management and executive staff. Establish systemic guidelines and benchmarks to measure and evaluate complete IT systems performance across organizational lines within an agency. Qualifications You must meet the following requirements by the closing date of this announcement. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-13 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: – Experience analyzing Capital Planning and Investment Controls to evaluate technology investments, determine the quality of reported data, identify trends and provide information to derive policies or directives; AND – Experience auditing technology investment reports submitted by stakeholders and recommending solutions to adhere to established reporting standards; AND – Developing, revising, and maintaining Information Technology strategic and communication plans, audits, assessments, and evaluations of IT programs across organizational lines; AND – Utilizing financial management regulations and cost allocation systems to plan and execute procurement activities. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: – Experience developing technology planning and investment reports, identifying trends and improving data quality; AND – Experience reviewing technology investment reports and making recommendations for data improvements; AND – Experience developing and maintaining Information Technology strategic and communication plans, audits, assessments, and evaluations of IT programs. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-11 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: – Experience developing information technology planning reports, recognizing trends and identifying opportunities to increase data value; AND – Experience working with multi-divisional teams to monitor funding, spending, assets and reporting; AND – Experience maintaining Information Technology data collection and reporting. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1.
