Summary The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Chief, Economic Statistical Methods and Research Division (ESMD). This position is a Senior Executive Service (SES) career-reserved position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran’s preference is not applicable to SES. Responsibilities As the Chief, Economic Statistical Methods and Research Division (ESMD), you will: Develop and conduct programs of applied statistical methods and techniques for improving the Economic Census and related programs, the Census of Governments, the economic indicators, and more than 50 ongoing business and government unit surveys. Participate in the planning and formulation of Census Bureau applied statistical methods and techniques, quality standards, policy, and programs, with specific responsibility for the mathematical statistical techniques and statistical standards for producing official economic statistics primarily from businesses and public sector entities. Plan, initiate, and direct applied statistical methods and techniques covering the total field of mathematical statistical theory as it applies to the censuses, surveys and special data products conducted in the Economic Programs Directorate. Direct the conduct of improving methods associated with sampling, data collection, editing, imputation, tabulation and estimation, small area estimation, cell suppression, time series and analysis methods. PTQ #2 -Demonstrated experience evaluating, comprehending and managing the statistical needs of a broad and complex range of data users including high-level statistical officials in Federal, state, and/or local organizations, professional groups, industry, the general public, and/or international agencies. PTQ #3 -Broad level of experience managing or overseeing multiple, large-scale and complex economic and public sector survey programs, within scope, schedule, and budget. You will receive credit for all qualifying experience, including volunteer experience. Education For Mathematical Statistician (ES-1529) series: Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. OR Combination of education and experience — at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education Additional Information Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees.
