Summary You will serve as a Production Controller (Ships) in the Business and Strategic Planning Office, Business Operations Division, Portsmouth Naval Shipyard, Kittery, ME. Responsibilities You will serve as liaison between the shipyard and its customers directing and managing on-yard and off-yard submarine availabilities and all off-yard nuclear work. You will analyze work capability and capacity in planning for acceptance of production work. You will serve on a Project Management Team as the lead for all matters associated with work authorizations, customer liaison, and funds administration. You will obtain and administer advanced planning funds and conduct long-range planning actions prior to the assignment of the Project Management Team. You will administer funds allocated for assigned work including the oversight of estimates and expenditures and advise customers of fund status. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular competencies/knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: FOR GS-12 (one year of specialized experience equivalent to GS-11): Experience coordinating all aspects of production control and shop operations. Experience with the execution of production planning processes, procedures and practices as they relate to the overhaul and repair of nuclear submarines. Experience with financial management/funds administration requirements in relation to financial control of assigned projects including preparing estimates, expenditures, and providing contract administration. Experience gathering, analyzing, and evaluating information from public and private industrial work practices to draw conclusions and recommend appropriate actions. Experience managing and scheduling, justifying, and negotiating projects. Experience communicating both orally and in writing to persuade, inform or provide guidance. FOR GS-11 (one year of specialized experience equivalent to GS-09): Experience assisting with coordination of all aspects of production control and shop operations. Experience assisting with the execution of production planning processes, procedures and practices as they relate to the overhaul and repair of nuclear submarines. Experience demonstrating knowledge of financial management/funds administration requirements in relation to financial control of assigned projects including preparing estimates, expenditures, and providing contract administration. Experience assisting with gathering, analyzing, and evaluating information from public and private industrial work practices to draw conclusions and recommend appropriate actions.
