Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Responsibilities The Deputy Chief (Supervisory Social Worker) has full authority and responsibility for providing administrative support to the Chief of Mental Health (CMH). The Deputy Chief will participate in overseeing the clinical and administrative staff working in the Mental Health Service Line (MHSL). Deputy Chief will perform assignments that are collateral to primary duties but deemed necessary to meet the needs of the organization. Deputy Chief makes independent professional decisions and recommendations to the CMH and serves as a liaison to other services or departments within the organization related to mental health (MH) services. The Deputy Chief shares with the CMH full responsibility for managing and supervising all aspects of MHSL operations. Management/Supervisory Responsibilities CMH Designee Deputy Chief has broad management and supervisory responsibility for clinical practice, program management, education, human resource management and supervision, and organizational stewardship for the MHSL. The Deputy Chief is responsible for supporting these functions per the direction of the CMH. In the absence of the CMH, the Deputy Chief has full management and supervisory responsibility for the Mental Health Service Line. Deputy Chief is responsible for making decisions regarding work problems presented by other MHSL supervisors and staff for a large, complex service line that covers mental health services across many different departments, programs, locations, and disciplines. Deputy collaborates with others in negotiating, deciding upon, and/or coordinating MH-related changes affecting other programs and service lines. The Deputy advises Service Line Managers/Chiefs on problems involving the relationship of MH activities to the various units and programs. Briefs CMH orally and in writing on a regular basis concerning matters related to MH Service, in order to provide information required to make effective decisions for program planning. Supervisory Duties Deputy Chief provides administrative and clinical supervision (as appropriate within scope of practice) to interdisciplinary team of MH staff assigned to the Manchester VA Medical Center, Community Based Outpatient Clinics (CBOCs), and/or community based staff as assigned. Staff members supervised may include but are not limited to physicians, psychologists, nurse practitioners, social workers, mental health counselors, marriage and family therapists, peer support specialists, case managers, and medical/program support assistants. Secondary oversight is provided for matrixed positions in assigned units including but not limited to clinical pharmacy practitioners and registered nurses/licensed practical nurses. Deputy Chief completes performance appraisals and maintains six part folders on all direct report staff. Deputy Chief actively completes HR related activities including but not limited to recruitment, selection, promotions/advancements, performance plan development, performance evaluation, performance bonuses, fact finding investigations, disciplinary actions, and offboarding procedures. Patient Advocacy Deputy Chief serves as MHSL Patient Advocate (clinical) receiving and following grievances and complaints from Veterans and staff to resolution. Deputy Chief liaises with Patient Experience Office, Executive Leadership Team, and other service lines as needed to effectively resolve patient concerns. Education & Training Deputy Chief consults with specialists from all MH disciplines regarding training needs and decides types of training problems related to the identified problems of the supervised areas. BASIC REQUIREMENTS. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following: a. Citizenship. Be a citizen of the United States. b. Education. Have a master’s degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master’s degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master’s degree level. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Social Worker Assistant Chief, GS-13 (1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Individual may have certification or other post-master’s degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Knowledge of administrative and supervisory duties which includes personnel actions, clinical supervision, consultation, negotiation with other departments, and quality improvement. (b) Knowledge of legal, ethical, and professional standards applicable to social work practice. (c) Ability to develop, maintain, and oversee social work programs in all settings. (d) Knowledge of social work practice, policy, and accreditation standards across the continuum of health care. (e) Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. This position is restricted to those serving as a full assistant to the chief social work service for both administrative and professional practice. These individuals share with the chief full responsibility for managing and supervising all aspects of social work service operations. At the GS-13 grade level, individuals are typically assigned as assistant chief of a large complex social work service within the organization that offers social work services at VHA facilities with one or more divisions. Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Applicants must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the applicant or others. Position requires walking throughout the clinic and the Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. Position may require minimal travel into the community to meet with community agencies and partners who assist and support to the Caregiver Support program, its Veterans and caregivers. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers. DEVIATIONS. An approving official may, under unusual circumstances, approve reasonable deviations to the grade determination requirements for an employee whose composite record of accomplishments, performance, and qualifications, as well as current assignment, warrants such action based on demonstrated competence to meet the requirements of the proposed grade. Under no circumstances will the educational requirements be waived. Under no circumstances will licensure requirements be waived for positions at the GS-11 grade level or above. The placement of individuals in grade levels or assignments not described in this standard must be approved by the Under Secretary for Health or designee in VHA Central Office prior to placement in the position.
