Responsibilities This position is part of the Veterans Integrated Services Network (VISN-12) for the Veterans Health Administration (VHA). The Human Resource Assistant (HRA) will be assigned to provide recruitment and placement services to the Danville, Illinois facility. Duties Include: GS-05 Level: At the GS-05 developmental level, the incumbent has knowledge of, and skill in applying, a standardized body of HR rules, procedures, and operations concerning recruitment and placement sufficient to: Answering inquiries concerning merit promotion procedure, procedures for reinstatement or transfer to another Federal Agency, and job vacancies for which application are being accepted. Identifying whether test needs to be administered. Identify whether employees applying for promotions meet the time-in-grade requirements. Identifying appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request. Accomplishing routine support tasks within the HR office. Providing routine information. Requesting HR records from the records center. Initiating HR actions. Maintaining files and/or employee records, position descriptions, training records, or other HR items. Using a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in HR documents, files, and records as needed. Performs other duties as assigned. GS-07 Level: At the GS-07 full performance level the incumbent has knowledge of, and skill in applying, a standardized body of HR rules, procedures, and operations concerning recruitment and placement sufficient to: Conducting recruitment/examining activities for assigned positions (GS-7 & below and Wage Grade) to include developing competency criteria, job analysis (JA), job announcements, etc.) Amends established JAs with prior approval. Reviews applications for corresponding qualification competencies or skill match. Adheres to procedures for verifying veterans’ preference and clearing CTAP and ICTAP register prior to preparing the certificate of eligible applicants. Forwards the certificates of eligible applicants to the selecting official and coordinates with them regarding agency procedures for selecting a candidate for the vacancy(s). Ensures the selectee(s) meets all regulatory and legal obligations for proposed appointments to include eligibility for federal benefits, probationary prerequisites, and ability to meet special requirements such as security clearances, age or physical prerequisites, and ability to meet special requirement. Secures all required documentation (i.e., proof of citizenship, transcripts, etc.) Sends notice of results to remaining applicants. Prepares files for announcement close out (i.e., copy of JA, lists of all applicants and their applications, list of eligible applicants referred, evidence of CTAP & ICTAP clearance, etc.) Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
