Summary This position is location in the Payroll Office at the John D. Dingell VA Medical Center. As Lead Payroll Technician, the incumbent is responsible for work assignments and review as well as planning the workload for the Payroll Office. Major Duties include but not limited to: Plans, coordinates and oversees day-to-day functions of Payroll Office Supervisor function in the absence of regular supervisor Reviews personnel actions for proper application of pay regulations and consistency of input for appointments, promotions, pay adjustments, reassignments, awards, and separations Reviews authorization documents and codes the appropriate date for input into an integrated personnel and fiscal automated system to properly update employee’s master records, which affects employees under the General Schedule, Federal Wage System, Executive Service and Veterans Health Service, and Research Administrations Processes the full range of payroll actions in an automated system for employees appointed under the different personnel systems, which have unique pay accounts Performs control point activity duties such as receiving and controlling the routing of all input and output documents processed under the PAID and DFAS systems and initiates actions to obtain corrected input for rejected data Keeps in touch with the status and progress of work and makes day-to-day adjustments in accordance with established priorities, obtaining assistance form the supervisor on problems that may arise Technical advisor to employees on matters of time and leave Conducts training of newly appointed timekeepers and reviews training programs annually for timekeepers and their alternates Computes, codes, and inputs complex pay adjustments and must make decisions as the propriety of adjustments Resolves simple, informal complaints of employees and refers others to the supervisor Work Schedule: Monday – Friday, 8:00a – 4:30p Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing administrative payroll procedures; computing, recording or coding numbers; timekeeping; preparing reports; adjusting leave balances and/or processes tax levies and collections of debts; working with computerized payroll system; maintaining payroll records and completing related reports pertaining to employees; ability to communicate orally in a tactful manner to convey technical information with all levels of employees and external customers and in writing to prepare and edit letters, memos, presentations and reports; and the ability to meet deadlines with effective time management. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
