Summary The Supervisory Facility Operations Specialist is responsible for supervising the maintenance, repair, operations, and in-house projects programs in the Facility Management Service at the Cheyenne VA Medical Center (CVAMC), Department of Veterans Affairs, Cheyenne, WY. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include, but are not limited to the following: Directs, coordinates, or oversees work of supervisors, work leaders, and/or provide similar oversight of contractors; exercises significant responsibilities in dealing with leadership of other units or organizations, or in Executive Leadership; Participates in construction, alteration or modification projects as well as replacement of equipment to increase services to veteran patients or internal customers; Works with the staff to evaluate current and future infrastructure needs and identifies what can be cost effectively repaired and what requires replacement and/or upgrades; Advises the Deputy Chief of FMS and/or Chief of FMS on the status of the major utility systems, associated equipment, and the physical plans to assure compliance with regulations, operating standards and the continuing ability to meet the clinical needs of the Health Care System; Provides guidance and technical reviews for assigned programs and projects. These include maintenance of structures, utility systems, grounds, and associated equipment, operation of heating and air conditioning systems, and boiler/chiller plants; Reads and interprets drawings and blueprints; develop plans and specifications for various construction, rehabilitation and maintenance projects that may be required at short notice; Performs administrative and personnel management functions relative to staff supervised; Adjusts staffing levels or work procedures within their organizational unit(s) to accommodate resource allocation decisions made at higher echelons and justifies the purchase of new equipment; Keeps abreast of the development of new construction methods, materials and equipment, and systems to ensure the most current practices and materials are used; Serves as a Contracting Officers Representative (COR) for construction and maintenance projects; Applies knowledge of principles and methods of planning, programming, budgeting, and fiscal analysis and control procedures to assist in the development and monitoring of the Engineering Service budget; Performs other related duties as assigned. Qualifications To qualify for this position at the GS-12 grade level, you must meet the following: Specialized Experience: Applicants must have at least one (1) full year specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties this position. Qualifying specialized experience includes: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; (3) Performing maintenance or construction support work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Physical Requirements: The work is a combination of sedentary and requiring physical effort and exertion such as e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Long periods of standing, bending, and stooping is also required to observe and study work operations in project construction areas/sites, confined spaces, use of scaffolding multi-stories tall, mechanical equipment rooms, and other spaces that are noisy, dirty and close quarters, and lifting of light to moderate heavy items weighing less than 50 pounds.
