Summary This position serves as a Correspondence Analyst (Congressional Liaison) for the Boston VA Regional Office. The purpose of the work is to resolve issues under the jurisdiction of the Regional Office. Responsibilities Duties include: Tracks RO’s progress with respect to goals and facilities work or program reviews to improve results. Recommends solutions on issues and matters with external factors. Provides support to management on significant issues that include, but are not limited to policies, divisions goals and objectives, internal control, and the preparation of priority reports. Prepares assorted memorandums, letters, bulletins and other written communications for the Director and Staff Assistant for review and signature. Performs evaluations in the processes of various systematic analyses of operations to determine the level of qualify and management factors of the program areas. Implements new or revised procedures involving two or more program areas and completes any related required options. Maintains various administrative controls to keep the Director and Staff Assistant informed in all applicable areas of responsibility. Reviews all new directives from all sources and advises the Director and Staff Assistant regarding the impact on RO programs and how to implement the new requirements. Examines and analyzes office productivity data and briefs the Director and Staff Assistant on progress made in achieving performance goals, areas needing special attention and suggested alternative remedial actions. Prepares workload estimates and manpower utilization requirements. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. In addition to the experience required at the GS-7 level, Specialized Experience is defined as knowledge of VA laws, regulations, principles, policies, and precedents pertaining to determine issues, and appropriate interventions and recommend improvements; knowledge of Veterans Benefits program operations and related support resources; knowledge of wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and knowledge of agency program goals and objectives, the sequence and timing of key program events, milestones, and methods of evaluating the worth of the program accomplishments. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LLB. or J.D, if related to the competencies listed under the “How you will be evaluated” section. You will receive credit for all qualifying experiences, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
