The Service Improvement team are looking to appoint an Education Welfare Officer for the Education Welfare Service.

The post holder will work under the general supervision of the area Lead Education Welfare Officer, provide Education Welfare cover within a designated district or districts, or such other areas as may be required from time to time.

Provide advice, support and guidance to children/young people, parents/carers and other partners in order to improve attendance at school or other education setting, address disaffection and promote inclusion

As part of a team, support schools, pupils and parents in order to ensure regular attendance at school or other educational setting and within the context of social inclusion and safeguarding, undertake case work, aimed at promoting inclusion.

Work in collaboration with schools/other educational settings and other partners to improve attendance rates and reduce the number of young people becoming NEET.

Ensure that all children resident in the officer’s designated area are in attendance at school, or other educational setting as determined by the Local Authority (LA) and to undertake home visits as necessary in this regard.

Establish and maintain regular contact with the staff of the schools allocated to him/her and provide support in dealing with group and individual problems, which prevent children obtaining the maximum benefit from their educational opportunities.

Refer cases to and work in liaison with other statutory or voluntary agencies, including the Police, medical and social agencies, where appropriate.

Assist in establishing close links between home and school and develop a relationship and understanding between school staff and parents.

In appropriate circumstances and cases, advise on matters relating to the expression of parental preference.

Check school registers to ensure the Pupil Registration Regulations are complied with.

Deal with cases of persistent and unwarranted absences by advising parents of possible legal action.

Serving notices and orders and monitoring such orders.

Compile reports and statements for submission to the Court and give evidence as required in the Magistrates Courts.

With the Child Employment Officer, investigate cases of illegal employment of children who are of statutory school age, or the unlicensed appearance of children in entertainment.

Comply with current Welsh Government legislation, LA policies and procedures.

Maintain case records of all children brought to their attention (paper and electronic) are stored securely and updated as necessary with appropriate information and details relating to involvement with each case.

Attend Children Services case conferences, core groups and meetings.

Become familiar with the ‘All Wales’ and the Local Authority’s child protection procedures and act in accordance with them whenever necessary

Provide the Lead Education Welfare Officer with summary reports of pupils who are of statutory school age and who are listed for discussion at any multi-agency review panels

Candidates must possess a full UK Category B (Cars) driving licence and have the use of a motor vehicle insured for business / work purposes to travel across Gwent to visit schools.
