Summary This position is part of the Department of Energy, Office of Economic Impact and Diversity, Office of Civil Rights and Equal Employment Opportunity. As an Equal Employment Manager, you will be providing guidance and support for Equal Employment Opportunity programs, including special emphasis program managers and counselors, and evaluate Equal Employment Opportunity and Diversity and Inclusion programs. Responsibilities As a Equal Employment Manager, you will: Serve as the Equal Employment Manager for the U.S. Department of Energy’s National Energy Technology Laboratory (NETL). Resolve specialized equal employment opportunity problems of the National Energy Technology Laboratory and process Informal EEO Complaints. Administer the equal employment opportunity program for the National Energy Technology Laboratory and its field level organizations spanning a large geographical area, to include, Pittsburgh, PA; Morgantown, PA; Albany, OR; Houston, TX; and Anchorage, AK. Serve as the principal advisor to Department of Energy managers and supervisors at the National Energy Technology Laboratory on all Federal Equal Employment Opportunity and Diversity and Inclusion program activities, including regulatory and Department of Energy policy interpretation and implementation. Develop and administer Equal Employment Opportunity and Diversity and Inclusion program initiatives that support the Department of Energy mission and goals, and achieve full compliance with the objectives, policies, and procedures of the National Energy Technology Laboratory. Serve as a member of the Senior Management Team and as an advisor to National Energy Technology Laboratory’ s managers and supervisors regarding Equal Employment Opportunity and Diversity and Inclusion programs and issues. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: Developing Equal Employment Opportunity training programs, including training on the prevention of harassment (including sexual harassment), which ensures that managers and supervisors are kept current on changes in laws and Federal rules and regulations applicable to the equitable treatment of applicants for employment and employees under their supervision. Administering an Alternate Dispute Resolution Program related to sensitive Equal Employment Opportunity matters. Providing guidance and assistance to managers and supervisors in setting Equal Employment Opportunity priorities and objectives. Mentoring and coaching supervisors in dispute resolution and conducting outreach and early intervention. Education cannot be substituted for experience at the GS-15 grade level. “Experience” refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
