Serves as a team leader or coach, providing authoritative technical assistance, guidance and advice to lower graded specialists or team members. Communicates work assignments, projects, problem areas, significant issues, and deadlines for completion to team members. Identifies, distributes, and balances the workload based on established workflow and skills. Makes adjustments to complete work assignments based on priorities and/or deadlines. Approves emergency leave for up to three days; eight hours or less for medical appointments; and/or other types of leave as delegated by management. Exercises a great deal of independence and initiative, reviews the work of team members, provides performance feedback to staff and management, and demonstrates leadership. Keeps management abreast of status of team work products, potential challenges and team training needs to successfully complete team assignments. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor’s approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder – If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management. Obtain and use a Government-issued charge card for business-related travel. A 1-year probationary period is required (unless already completed). Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: IOR BASIC REQUIREMENT: IOR BASIC REQUIREMENTS: Degree in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (and/or auditing). The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience that included: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge, and included one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours; provided that you can demonstrate that you have successfully worked at the full-performance level in accounting, auditing, or a related field, and/or have the education, training, and experience that fully meets the specified requirements. AND SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Specialized experience would include in-depth experience in applying accounting theories, concepts, principles, and standards sufficient to ensure financial systems, operations, and reports meet the requirements of law and regulations; preparing, analyzing, interpreting and presenting accounting data; designing, implementing, and assessing internal control processes and systems; preparing financial analysis and evaluation work requiring a comprehensive knowledge of auditing financial statements as well as internal controls. Experience in applying expert knowledge of written and oral communications techniques in order to document and describe analyses within work papers, coordinate work efforts, effectively communicate ideas to internal and external stakeholders, and prepare and deliver reports (i.e. audit reports). Your experience must also demonstrate the ability to conduct independent research, establish contacts, resolve complex problems, and direct team members to assess the effectiveness of agency-wide programs and policies to improve existing business processes. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
