Summary This position is located in the Veterans Health Administration (VHA), Office of Finance: Financial Management and Accounting Systems (FMAS). VHA’s Office of Finance serves in a mission critical role as the principal financial advisor to the Under secretary for Health. Responsibilities A Financial Analyst is responsible for reporting to the supervisor over the improper payments and analysis section, which is responsible for implementing requirements under the payment integrity information act of 2019 (PIIA). VA’s goal is to reduce improper payments by intensifying effort to eliminate payment errors and identify potential fraud, waste, and abuse in the major programs administered by the department, while continuing to ensure that federal programs serve and provide access to their intended beneficiaries. The Financial Analyst serves as a member in a lead role, assuming responsibility in planning and executing PIIA requirements of VHA program and activities. They are expected to work as a team lead and perform as a technical authority to objectively analyze and reach conclusions regarding varying aspects of VHA financial operations. The Financial Analyst is also responsible for implementing requirements outlined in payment integrity statutes and regulations. They will be working with highly interpretive laws and regulations and targets reviews of highly controversial problems. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Must possess knowledge of financial management oversight techniques and methodologies to conduct payment integrity reviews. Skill in applying concepts, principles and practices of accounting, financial audit, and financial management. Must know appropriation laws, federal payment integrity reporting requirements, statutes, policies, and regulations that govern or otherwise affect VHA financial management activities. Ability to plan, analyze, and determine cost/benefit relationships, and be able to coordinate a variety of functions, operations, teams or interfacing financial systems. Skill in developing and changing program environments due to laws, regulations, and standards. There is no education substitution for the GS-13 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
