Summary This position is part of the WAPA Headquarters. As a Budget Analyst, you will be assigned to Western Area Power Administration, Office of the Chief Financial Officer, located in one of the current WAPA locations. Pay will be set at the location the selectee is hired from. Responsibilities Prepares budget guidance materials. Reviews, analyzes, interprets, edits, consolidates, and coordinates changes to budget submissions from five regional offices. Monitors the execution of assigned program areas including funds distribution, controlling expenditures, and evaluating, recording, and reporting to management the results of operations and expenditure. Responsible for creating, cleaning, validating and curating data into data sets usable to the organization to drive decisions. Prepares and manages allotment and spend plans for assigned programs including requests for apportionment and allotment, allotment of funds for authorized activities and approved purposes, and the obligation of funds within prescribed limits. Suitable for Federal employment, as determined by a background investigation. May be required to successfully complete a probationary period. This position is not eligible for full remote work, but is eligible for telework. Qualifications You must meet all the qualification and eligibility requirements for the position by the closing date of the announcement. If you are using education to qualify for he GS-11 level , you must have a Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher level graduate education leading to such a degree). You MUST submit your transcripts if you are using education to use as your qualifications. There is not substitute on education for the GS-12 level SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: GS-11: Experience working on a team responsible for the budgeting or accounting of an organization. (Examples of specialized experience include: performing budget or accounting activities in accordance with established policies and procedures, processing budget or accounting transactions in financial data systems). GS-12: Experience working with the formulation, submission, justification, execution and reporting of a budget for an organization. (Examples of specialized experience include: performing budget formulation, execution and reporting activities in accordance with established policies and procedures, preparing narrative and statistical justifications for budget submissions, developing explanations and responses to questions regarding organizational programs and projects). Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Education To qualify for the GS-11 level: you can use education : (Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher level graduate education leading to such a degree) OR 1 year of specialized experience at the next lower grade GS-9 can be used to qualify . You MUST submit your transcripts if you are using education to use as your qualifications.(at the GS-11) There is not education substitution for the GS-12 grade level. You must provide documentation supporting any education claims in your application. Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education.
